District Governor Randall Clapp
Lion Randal joined the McLeansville Lions Club in 2000. He has served as Club President, Club Secretary and is a lifetime member of the Board of Directors. Lion Randal has served three terms as Zone Chairperson. He has served as District Youth Exchange Chairperson and as District LCIF/Melvin Jones Fellowship Chairperson. Lion Randal has been recognized as a Melvin Jones Fellow, Jack Stickley Fellow and the William Woolard Partner in Service Award. Lion Randal has received an International Certificate of Appreciation. He is the Co-Advisor for the Eastern Guilford Leo Club.Lion Randal and his wife Jennifer have been married for 31 years and have two daughters, Katelyn and Megan and two granddaughters, Kylie and Taylor. Lion Randal is a graduate of Elon College with a degree in Accounting and Business Administration and received his Masters degree from NC A & T in Business Education. He is employed with Guilford County Schools.
1st Vice District Governor Laraine Dupree
Lion Laraine joined the Wingate Lions Club in November 1999. She has served as secretary for several years, vice president, president, board member, and a member of numerous committees at the club level.
On the district level, she has served twice as zone chair, and as chairperson of several committees including Liberty Day, Camp Dogwood, History, and Orientation/Retention. She has also served several years on the Mid-Winter Planning Committee and was Mid-Winter Convention chair 2015. She served as district cabinet secretary/treasurer 2003 – 2004, district secretary 2011-2012, 2nd Vice District Governor (District 31-E) 2012-2013, and 1st Vice District Governor (31-E) 2014-2015.
At the state level, Lion Laraine has served as Volunteer Committee Co-Chair, Sight and Hearing Conservation Committee Chair, State Convention Rules Committee Chairperson, and State Convention Attendance and Credentials Committee Chairperson. She has also been an active participant in North Carolina Lions, Inc. budget hearings.
She has also served as a volunteer during Camp Dogwood Summer Camp sessions, the North Carolina Lions VIP Fishing Tournament, and the monthly meetings of Union County’s VIP support group.
A Life member of North Carolina Lions, Lion Laraine is a 2nd progressive Jack Stickley Fellow, William L. Woolard Partner-In-Service (Friend), a 1st progressive Melvin Jones Fellow, and a Sid L. Scruggs Lighthouse recipient. She has received the International President’s Certificate of Appreciation, International President’s Letter of Commendation, 100% President’s Award, and 100% Secretary’s Award. Lion Laraine was also the recipient of the Ben Q. Foreman (District 31-E Lion of the Year) in 2013.
Lion Laraine has attended eight USA/Canada Forums and six International Conventions.
A graduate of Presbyterian Hospital School of Nursing, Lion Laraine is a retired register nurse. She has been active in her church, serving as a children’s Sunday School teacher, a mission leader for children, general Sunday School treasurer, and participating in mission trips to Ukraine, Alabama and coastal North Carolina. She is married to her partner-in-service Lion Dale Dupree, PDG. They have two children and six grandchildren.
2nd Vice District Governor Karl Ernst
Second Vice District Governor Karl has been a member of the Siler City Lions Club since 2000. He has been living in Siler City since 1974. He and his wife, Lion Barbara, have been married for 17 years.
Second VDG Karl has served as Director, Vice President and President at Siler City for three terms. He served two terms as 31-G Zone 2 Chair. He also served two consecutive two year terms and a one year term on the NC Lions, Inc. Board of Directors representing District 31-G, including one year on the executive committee. Currently, he is serving a two year term representing the new District 31-O…O YEAH! He has served as Past 2nd and 1st VDG for the former District 31-G, is a Jack Stickley Fellow at 1st Progressive Level. Second VDG Karl helped establish a Leo Club in his local high school. That is awesome!
Second VDG Karl has worked as a professional in the building and energy management systems industry for 35 years at various levels including project engineer, project manager, service manager, senior estimator and sales account executive.
He is a former member—– Sgt, USAF Special Operations as Combat Airman in South-east Asia Operations. He was awarded the distinguished Flying Cross and nine Air Medals. He was honorably discharged in April of 1974. He is a FAA Certified Commercial Pilot with Instrument and Multi-engine Ratings, and Flight Instructor with Instrument and Multi-Engine Ratings.
Cabinet Secretary PCC Lion Ron Kelly
Lion Ron joined the Pinehurst Lions Club in 1987 and currently serves as President of the Carthage Lions Club. He served twice as District Governor (’94-’95, ’06-’07), 5 years as State Council Secretary /Treasurer, 5 years as Cabinet Secretary/Treasurer for District 31-F, 7 years on the State Constitution and By-Laws committee and chaired this committee from 2004 to 2006. Twice served as a director of NCLI. He has served as the Coordinator of the Hall of Fame since it’s inception and completed his tenure as State Council Chair in June ’15.
Awards include both International Presidents Presidential and Leadership Medals and ten International Presidents Certificates of Appreciation. Lion Ron holds a Builders Key and an Extension Key and was inducted into the NC Lions Hall of Fame in 2014.
Ron received a B.A. from New York University, majoring in Finance, and worked in the investment field over a span of 42 years, both in New York and North Carolina.
Ron and his wife, Jan, have two children, Mike and Kathy, two grand-children, Jessica and Dylan, and one great grandchild, Cooper. Ron volunteers with the Pinehurst Police Department and in his free time enjoys golf, gardening, reading, bird watching, and family time.
Cabinet Treasurer Emery J. Partee
Lion Emery was the Reidsville Lions Club President in 2013-14. He a relatively new comer to Lionism. However, the guid-ance provided by the leaders at the Club, Zone and District levels compressed the steep learning curve to Lion Leadership.
As a graduate of Livingstone College, Salisbury, NC and Louisiana State University, Baton Rouge, LA, with degrees in Mathematics Education, Lion Partee served the citizens of North Carolina 53 years in various educational positions before completely retiring in 2013.
He is a member of Jones Chapel Missionary where he is the Chairman of the Board of Deacons and Trustees and active in many of the church’s ministries at the Association, State, and National levels.
Lion Emery and his wife, Geraldine, have five children, Michael, Cynthia, Emery IV, George, and Brian as well as six grandchildren. Lion Partee “enjoys” golf, other outdoor act-ivies, reading and travel.
