District Governor Laraine Dupree
Lion Laraine joined the Wingate Lions Club in November 1999. She has served as secretary for several years, vice president, president, board member, and a member of numerous committees at the club level.
On the district level, she has served twice as zone chair, and as chairperson of several committees including Liberty Day, Camp Dogwood, History, and Orientation/Retention. She has also served several years on the Mid-Winter Planning Committee and was Mid-Winter Convention Chair 2015 (District 31-E) and 2016 (District 31-O). She served as district cabinet secretary/treasurer 2003 – 2004, district secretary 2011-2012, 2nd Vice District Governor (District 31-E) 2012-2013 1st Vice District Governor (31-E) 2014-2015, and 1st Vice District Governor (31-O) 2015 -2016..
At the state level, Lion Laraine has served as Volunteer Committee Co-Chair, Sight and Hearing Conservation Committee Chair, State Convention Rules Committee Chairperson, and State Convention Attendance and Credentials Committee Chairperson. She has also been an active participant in North Carolina Lions, Inc. budget hearings. She has also served as a volunteer during Camp Dogwood Summer Camp sessions, the North Carolina Lions VIP Fishing Tournament, and the monthly meetings of Union County’s VIP support
A Life member of North Carolina Lions, Lion Laraine is a 2nd progressive Jack Stickley Fellow, William L. Woolard Partner-In-Service (Friend), a 1st progressive Melvin Jones Fellow, and a Sid L. Scruggs Lighthouse (Steps to Service) recipient. She has received the International President’s Certificate of Appreciation, International President’s Letter of Commendation, 100%
President’s Award, and 100% Secretary’s Award. Lion Laraine was also the recipient of the Ben Q. Foreman (District 31-E Lion of the Year) in 2013.
Lion Laraine has attended nine USA/Canada Forums and eight International Conventions.
A graduate of Presbyterian Hospital School of Nursing, Lion Laraine is a retired register nurse.
She has been active in her church, serving as a children’s Sunday School teacher, a mission leader for children, general Sunday School treasurer, and participating in mission trips to Ukraine, Alabama and coastal North Carolina.
She is married to her partner-in-service Lion Dale Dupree, PDG. They have two children and six grandchildren.
1st Vice District Governor Karl Ernst
1st VDG Karl has been a member of Siler City Lions Club since 2000, where he served as Director, Vice President and three terms as President. He has served on the North Carolina Lions Inc. Board of Directors as a Lion in District 31-G and is currently serving as the first two year Director for District 31-0. He has served as 2nd and 1st Vice District Governor in District 31-G. Lion Karl is a Jack Stickley Fellow with 1st progressive level. He also helped establish the Leo Club at the local High School. Recently, he added Head Mixologist for the soon-to-be-world-famous Siler City Pancake Breakfast to his list of achievements.
Lion Karl has been working in the buildings and energy management systems industry for 37 years at various levels, including technician, project manager, project engineer, senior estimator and sales account executive. He was a SGT, USAF Special Operations as a combat airman in Southeast Asia Operations and honorably discharged in April 1974. He is a certificated commercial pilot with instrument and multi-engine ratings and a flight instructor with instrument and multi-engine ratings.
Lion Karl is a former member of the Chatham County Planning Board, Past Member of the Chatham County Strategic Planning Committee and Land Use Implementation Committee. He is a volunteer hunter Safety Education Instructor and certified by the NC Wildlife Resources Commission Enforcement Division. He is also a volunteer coach for Jordan Matthews High School FFA Marksmanship Team. He is a member of the National Fire Protection Association, NC Defense Business Association,
NC Military Business Council, National Rifle Association and Society of American Military Engineers.
Lion Karl has been a resident of Siler City since 1974. He and his wife, Lion Barbara, have been married 18 years.
2nd Vice District Governor Susan Dailey
2nd VDG Susan Dailey hailing from Long Island, NY, has been a member of the McLeansvillle Lions Club since 2006, when she became the first female member of the club. On the club level, Lion Susie served as club President three times, she is on the Board of Directors, a member of the Eastern Guilford Leo Advisory Board, raffle chair for the Annual Delbert Phillips Antique Tractor Show, Chairman of the Lions Services for Children Committee and was just appointed as the Centennial Celebration Chairperson.
On the District level, her services include chairing the Peace Poster Committee, serving as a Zone Chair, being Chairperson of Lions Services for Children Chair for four years, and she served as District Secretary.
This year, Lion Susie will serve as the first state chairperson for Lions Services for Children.
She has been awarded the Lion of the Year by her club, is a Jack Stickley fellow, received the William L. Woolard Partner-in-Service, the Sid L.Scruggs III Beacon of Hope, and an International Leadership Medal.
Lion Susie is a Certified Guiding Lion
Lion Susie is a member of Mt. Pleasant United Methodist Church, the cofounder of the Dailey Girls Project, and active with the YWCA Emergency Family Shelter and Mary’s House.
Lion Susie’s greatest joy is her family. She is the Mom of twin sons.
Cabinet Secretary Diane Whitley
Lion Diane Whitley joined Lions in 1995 and is a member of the Monroe Benton Heights Lions Club. She is a Past President and Past Secretary/Treasurer. She has also served many years as Lions Coordinator for the Union County Visually Impaired Persons Support
Group known as “Out of Sight”.
Elected as the first female District Governor from District 31E, she also served as the first female Council Chairperson for Multiple District 31. She has served as Zone Chairperson and chaired numerous district committees. As a member of the District 31E Extension Team,
Lion Diane helped form two new Lions Clubs. She has served as District GMT Chairperson as well District KidSight Chairperson. She is known for her Lions Bingo game which she developed and has used for fun as well as to train new (and not so new) Lions about Lionism.
Lion Diane was elected as Secretary for the North Carolina Lions Foundation/ NC Lions Inc. from 2009-2012 and was the first female to serve as an elected executive officer for the Foundation. She has also served as Chairperson of the Multiple District History Committee and was instrumental in assembling the latest edition of the North Carolina Lions History book.
For the last 18 years, she has served as a volunteer at the VIP Fishing Tournament. She has also served as a summer camp volunteer at Camp Dogwood for the Visually Impaired the last 12 years.
Lion Diane has taken an active role at the International Convention serving 2 years on the Elections Committee and 2 years on the Credentials Committee. She has attended 16 USA/Canada Lions Leadership Forums. She also has led the training for the spouses of the Multiple District 31 Governor-Elects.
Lion Diane has been recognized as a Progressive Melvin Jones Fellow, a Progressive Jack Stickley Fellow, and a William L. Woolard Partner –In-Service. She has received the International President’s Leadership Award Medal, 100% Secretary Award, Outstanding Zone Chairperson Award, Ben Q. Forman District Lion of the Year Award, the W.P. Woods Fellowship and 8 International President’s Certificate of Appreciation/Commendation. She is also a Kentucky Colonel.
A native of Halifax, NC and a retired elementary school educator, she is a graduate of UNC Greensboro and received her Masters of Education from USC-Columbia. Married to Past International Director Harvey Whitley, they have two children, three grandchildren, and three grandcats.
Cabinet Treasurer Harvey Whitley
Lion Harvey Whitley is a member of the Monroe Benton Heights Lions Club in Monroe, North Carolina, USA where he has served as President and held numerous offices. Lion Harvey was elected to serve a two year term as International Director at the 2012 international Convention held in Busan, Korea. While serving on the Board, he served as Chairperson of the Finance and Headquarters Operations Committee. He currently serves as the Area GMT Leader for Constitutional Area 1-E which covers the Southeast United States.
Lion Harvey has served as Council Chair for MD 31, District Governor of District 31E as well as Region and Zone Chair, Cabinet Secretary/ Treasurer and District Tail Twister. He is a Certified Guiding Lion and has assisted in forming four new Lions clubs, a LEO club and one new branch club. He has earned the Club Extension Award, LEO Club Extension Award and the Rebuilding
A Past President of the North Carolina Lions Foundation, he currently serves as Chairperson of the NCLI Budget and Finance Committee for the Foundation.
Lion Harvey served as a Sector Coordinator for Campaign SightFirst II and later served as Multiple District 31 LCIF Coordinator. He has served on the International Convention Elections Committee four times and was chairperson of that committee at the 2011 Seattle Convention.
Lion Harvey has served five times on the USA/Canada Lions Leadership Forum Planning Committee and has also been a Forum presenter three times. He has served as a member of the Faculty for the 2015 Advanced Lions Leadership Institute and as a 2016 DGE School Seminar Group Leader.
Lion Harvey is a Progressive Melvin Jones Fellow. He has received five International President’s Awards, the International President’s Leadership Award and thirteen International President’s Certificates of Appreciation. He is a member of the North Carolina Lions Hall of Fame. Lion Harvey has also received the Ambassador of Good Will Award, the highest honor the Association bestows
upon its members.
Lion Harvey is a native of Kannapolis, North Carolina and a retired financial advisor. He is a graduate of UNC-Chapel Hill and received his Masters of Business Administration from USC-Columbia.
Married to Lion Diane, also a Past Council Chairperson, they have two children and three grandchildren.
